Nothing new, ricer, or civic about it.
A blinking 3rd or even all brake lights ability has been around for countless years. Well over a decade any way.
I think it's factory installed. Nearly every Ford product I saw in South Carolina did it. I've recently seen a Cougar (FWD) do it here, probly military that bought the car there. Another vehicle I clearly remember was an Astro with it's flashing.
Seems to me like a factory thing on cars sent to certain areas.
This article on Car Talk mentions Advanced Braking Warning, which is where the lights get brighter or flash when you are pressing harder on the brake. Apparantly the NHTSA was looking into using it here, but found it not helpful...
Maybe the cars with the flashing CHMSL were the test rigs from certain areas...
EDIT: my SVT is from NC, I'm going to see if I got one when I get it back.

my buddy has something similar on his Vette... blinks 8 times really fast, then on solid... it definitely catches your eye so you're not slammin into the ass end of a Corvette

I don't mind the ones that blink rapidly then are solid. I hate the ones that constantly blink. All you see sitting in traffic is a damn blinking red light. If everyone had them the damn blinking light show would cause seizures.
