I would choose both Chip & S-AFC

Chip for spark curve, baseline fuel, IMRC, redline, etc.

S-AFC for fine tuning. It's also re-tunable much easier (& cheaper!) if the need arises. Unless of course you never plan to mod again... wink laugh
