I'm sure there's a fuse, and I believe it to be off the Wiper motor Fuse. That's in your manual (if you don't have the manual, you can get it online from ford). Though I doubt it's the fuse. My pump wouldn't work and eventually found it to be the pump.
It turned out replacing the pump is one of the easiest things to do on the Contour (at least my '98). Just reach up from under the front right wheel and the pump pulls out of the reservoir, then detach connector and hose. My pump was frozen & very obviously corroded.
You might find one at a junk yard (I did) or order it on line.
