Yup, it is a really easy ring of polished metal (prototype will be cheap plastic). Press fit into the plastic portion of the stock TA dash. A machinist in the UK posted pics of his that he made in his off work hours and everyone went nuts on the thirgen.org forums. He didn't want to make any for us, so... 
The E-machinist software has prebuilt gears in it that you just change the measurements on to make the gears whatever size you want... The complex part would be getting pitch right, at least for a newbie like me.
