Installed a Xecuter 3 CE Mod Chip

plug it in to the wall, turns on without pushing the power button

hard drive clicks, buttons flash red and yellow for about 1 min, we then unplug the xbox, notice soder smell, may be from the chip. replug it back in. Nother happens. Even if we remove the chip it will not turn on. Any Ideas whats wrong. it isnt the power supply already tried a diffrent one.

I've never cracked open a X-box, but that smell you smell is most likely burnt silicon, AKA fried chip. Power and ground could be reversed. Double check whatever connections you made, if all is good you may have a bad chip.

Could be board, CPU, or power supply. Not sure if you used a solder-less mod or a plug mod, but, regardless, you prolly cooked the power supply at least.

I used a plug u had to solder.

It's not the power supply since the power supply will run another xbox, and a working power supply won't run mine.

could be a cpu or board, I completely forgot to protect for ESD.(I know I'm a dumb *hit for not)

if you are talking about a header pin setup, u most likely used a bit much solder and got a few of the holes soldered together. a solder sucker should clear this up with some patience, at at worst you fried the board, at best, some time desoldering and you're fine.

FRAY usually has to do with a/v cables though...FRAG is what you should have been seeing if it was a major problem. i am kinda stumped.

you probably shorted something with a little too much solder. Don't know what you fried, but you probably just blew a trace somewhere. You're not going to find it. I have an xbox with a fried systemboard (not my doing!), I haven't been able to find commercially available replacement boards, but I haven't checked ebay yet.

In a heated building in the winter. ZAP!!!

Sure sounds like you let all the factory smoke out of the parts. That is never a good sign. There are just far too many things you could have toasted.

Check www.xbox-scene.com for replacement parts and considerably more help with your situation. But remember to use their search function, or prepare for the invasion (search nazi's)
