Yes, it is not a recall but a Technical Service Bulletin. It will only be fixed if you bring the car in and show them the cracking insulation.
Apparently, in 95, 96 and 97 Ford switched to a different composition of the insulation material. Obviously they made a mistake. Of course...Ford did not issue a recall because they insisted that it was not a safety issue.
I found all this out the hard way and I had to purchase all 4 wiring harnesses myself and install them. It takes about 24 hours to install all 4 harnesses.
