The hard part is that all catalytic converters must remain in their original, stock locations, so having a cat more downstream is still in violation visually, even if it is helping at the sniffer. And, even if the car is sporting the main cat, the two "light off" cats are missing, and the turbo doesn't carry a CARB EO number.
You will have to find a smog station that will be less strict with the visual portion of the test. But being that you failed twice, I think you automatically have to go to a "referee" station or state run station, don't you?
