I just wanted to thank everyone that chipped in and gave me some very helpfull advice getting my contour back on the road. While in the process of replacing my timing belt I just wanted to share what I found. They say a picture is worth a thousand words.

No, it's the tensioner pulley on the timing belt. The bearing pivots around the hole; a bolt goes through the rounded slot, which sets the tension on the belt.
