It is snake oil.
As a matter of physics, it can't work.
It (and products like it) have been brought up many, many, many times.
Stay away from any device that claims to "add 35HP" or "30% increase in mpg" or "add a swirl effect in the combustion chamber" or any "electric turbo or s/c".
If car manufacturers could add 5, 10, 15, 30% to their mpg for oly $70, they would do it from the factory.
