The fenderwell is basically just a semi-open cavity area within the fender. No tubes or anything. On regular tours there is an "intake resonator" inside this cavity that is coupled to the airbox. It basically tones down (ie restricts) breathing noises. I think SVTs eliminate this, but if you want more external air, you need to add some additional hoses/pipes to get air from the front or bottom of the car and route it up and through the fenderwell opening. Remove the front wheel and a couple of the fenderliner bolts and take a look.
