I think you're right, they are SS. I'm not absolutely sure though.
As for cleaning them, it depends on how bad they are and what you're trying to clena up. Is it rust?? Or just carbon buildup??
Carb/TB cleaner would clean away the carbon easily. I reccomend Valvoline synthetic, but don't let it anywhere near paint!
