There is a little lever that you pull down to get the fuse box to swing open (downward) for access...
a bad wiper motor could make it not work in any mode, as well. The wiper motor is, obviously, underneath the plastic cowl that runs the length of the windshield, on the outside. Removal of the windshield wipers themselves are required to remove the cowl.
