This is a tough one.
On one hand, you have a neighbor shooting a large number of deer and leaving them to rot. It tells you something about the person you are dealing with. If he was cleaning them or at least disposing of them, I probably wouldn't do anything. I doubt his family is starving because if they were he would harvest the deer.
On the other hand it is usually best to talk to your neighbors first when problems arise.
If my neighbor was pouring motor oil down the storm sewer I would probably report him immediately. If I talked to him about it he may just make sure I didn't see him do it again.
I'm not sure what I would do with this situation, but I'd probably report him.
