Hate to say it Packrat, but the Supreme Court has long ruled that wildlife resources and the harvesting of them are rights of the publicto be administered by State governments.
I don't remember the exact names, but the first case was one over streambed fisheries in Connecticut in the 1850's, IIRC where a pre-revolution royal charter was deemed invalid. All following cases have upheld this precedent.
That said... I do think you should find out what is going on in your neighborhood, and see why your neighbor is doing it and if it is legal. If it is legal and reasonable, suggest that he could use the meat, give it to friends/neighbors, or even donate it to local food shelves (most states have a means to donate).
It truly is immoral to kill the animals without using the meat.
