Jed sounds like you got the right idea man. In any situation, but especially with neighbors, IMO it's always best to give them a chance by going and talking to them first. That way, 1) You have more facts of what's going on and 2) You actually give them a chance to do the right thing if something wrong/illegal is going on. Living in apts and dorms in the military I found this type of attitude the best way to deal with situations, although most of them on a much smaller scale than what you're talking about the principle is the same. I always get irritated with people who call the cops for a stereo being too loud or something like that without asking that person to turn it down first.
