There is no national deer season. It depends on the state. Right now deer (with any weapon) are still in season in Georgia.
He has a farm, and like drgonzo said, he can legally be killing them and may have a very good reason to do so. BUT he should not be leaving the bodies around to spread disease, and I'm sure you could get some agency involved to take care of that if you felt the need.
