You could show up with a hidden camera or video camera. You might not even need to conceal the camera. Act like you are impressed. After he brags about killing all the deer and you get everything on tape including the rotting copses, send copies of the tape to the game warden, PETA, local news and post them on the internet.
Animals don't have many rights so I don't know if anybody will do anything. I�m sure it would harm his reputation if people knew what he was doing.
