Look for the spare, it will save you a lot of money. You would prolly be better off pushing the car to the locksmith, hotwiring it might hurt it more. It will cost you a ton of money, since the trunk, 2 doors, and ignition all will have to have their cylinders replaced.

If you would look at his sig - poor student. A key from Ford for my Fiances 2000 Mustang is $65.00
Might pursue the do it yourself method.

You can't use the do it yourself for that issue.
You need to bring the car to a Ford dealer, have them cut 2 keys and code them using their specail scanner.
You need to program your new keys, and need the scanner for that.
Don't hotwire the PATS system or anything else, as stated above, it will be very bad.

Using the scanner they will be able to retreive the key code.

You will probably need to have it towed to the dealer. They should be able to get the key code from the Ford site. Their data base starts with 1998. My experience is that 1998 was a little spotty but usually available.
Early 98 only required one key to add another but I don't know if you will need one or two if you have no key.
Anticipate that you will need to pay for two keys (roughly $30.00 each) and labor to program the car to accept the keys. Labor can vary widely but roughly $50.00 to $100.00 is the range.
If they can't get the key code from Ford, you will need to pay a locksmith to make a key. The hand make key they make can be used to open the doors, but will not start the engine. It can be used to duplicate PATS keys. Expense for this is roughly $50.00.
Key codes cannot be read with a scanner. On some Ford vehicles, the keyless entry pad code can be read with a scanner, but not key codes.
There is no cheap answer unless you can find your spare key.
