Why the hell would we even need it?

When Europe gets hit by disasters we don't throw billions over there either -- they've got enough to help themselves. We'll send people, but not much money.

If you look at the GNP of these nations compared to the cost of recovery, an equitable disaster here would probably be in the realms of tens of trillions of dollars. And by that point even if every nation in the world gave up what they could afford it wouldn't put a dent in the amount we'd need.
