The way a Tsunami works it is moving very fast (400-500 mph) in deeper waters. Its speed is directly related to the depth of the water. As the water becomes more shallow, the speed slows down. By the time most hit land, they are only moving around 45 mph (speed of a rapid tide).

Additionally, the wave at sea is not a 30 foot swell. In fact, they are usually barely felt since it is typically only a little more than a 1 meter swell. This is why early detection can be difficult.
