If they only stole her card(s) then there is no identity theft. Identity theft involves them acutally opening accounts in her name.
Since it's just the credit card she's protected by Reg.E rules. You guys can only be held responsible for $50, provided that you notified the institutions within 48 hrs. of the theft.
Being stolen from sucks, however you look at it, but the credit card companies will eat this one. Don't fret about it.
