I still like my 97 SE with the stiffer (stiffest) springs and shocks better 
As far as I know, all 99 SVT's returnless or not came with the larger Lower intake.
I have and early 99 with the larger lower and I have a return style.
It's pretty much accepted that the larger lower is the reason the 99 can hit 200HP, 5 HP more than the 98.
Just nitpicking though.
