Do you have antilock brakes? if not have you locked your tires in a panic stop? if you have any sort of a flat spot on your front tires the steering wheel will move back and forth even at about 20 miles per hour depending on how bad or how many spots you have. if it is this problem it should be no big deal it just gets very annoying very fast trust me. hope that helps

another thing i have read somewhere that the contour and all of its sisters cousins etc. have very very sensitive steering and track this i have also found to be a problem on my 99 contour se sport v6 mtx. if i have the slightest alignment problem it starts to shake almost violently the higher your speed.(at 70mph i thought the thing was going to shake itself to death)
good luck with your solution hunting

I just said like two seconds ago it cant be tire balance at lower speeds, tires being out of balance is felt above 60mph, now like Jim said a damaged tire is a cause for the shaking as well.

Relax buddy!! You got your sports bra on too tight!
There have been cases, I am sure, seeing as how there are millions of cars on the road that wheel vibration was a cause of unbalanced tires at speeds under 60 mph. In a couple of cases, among the 16 different cars I have owned in my life, I had wheel vibration due to unbalanced tires...and this happened at speeds between 65-90 kmph. (That's 40-50 mph) There are also factors such as rim size etc that can made balancing a tire more difficult. Sometime the tech. will balance the tires(rims) are balanced on the inside and outside in conjunction. Ford did this with my probe GT rims a couple of times to solve a tire balance issue. And yes, belts that are starting to give way on a tire can also cause vibration. I may be wrong, but most techs will check the tire balance automatically if a customer comes in with this complaint.
Think before you jump down someone's throat for no reason dipshit !
