That's a full point of deviation. That's huge!
My A/F doesn't deviate more then 3 maybe 4 tenths and mine polls more than 10 times a second unlike the slow reading dyno widebands. If I drop the poll time to match a dyno's the deviation is about 2 tenths from 3000-7500rpm. (13.1 to 13.3)
Also the A/F is very rich right up to the end where it's only slightly rich. It should be around 12.2-12.5 and not 11.1 to 12.
Like I mentioned earlier that's some hidden power right there just waiting to be pulled out. Just what he needs, more power...
Also the begs the question is it a properly placed wideband or a tail pipe sensor??? If it's a tail pipe unit then it is even richer then the graph states.
