I know alot of people who drive stoned, i'm sure 'technically" it impairs you, however I've never seen someone taking more risks while high than sober or drinking. If anything the paranoia makes them more careful.
The rest of the drugs mentioned i'm sure can produce the said effects in some people...some though. They do not impair you to the point that alcohol does. Not unless you're just crazy and do obscene amounts of drugs. This is why people can regularly take drugs and still lead a normal life...but you can spot an alcoholic a mile away.
Where do I get my opinions from? You could say I speak from experience. No matter how messed up you are, there's no need to be careless and get yourself killed. The key is to know your limits and always be aware of your surroundings.
