This mod refers to "gutting" the pre-cats of all the ceramic material and packing. This increases exhaust flow considerably but keeps emissions in a "safe" zone because the the main cat is maintained. Premium mystery modders remove the precats, disassemble them and smooth out all the rough edges. I think this is available for a reasonable fee.
