The way I was taught was the following- don't have sex until you're damn well good and ready. Abstinence was the ONLY way to be 100% sure that you were not going to get anyone pregnant or get any diseases. But if you're going to be stupid and have sex, at least be smart about it. Use condoms at least.
This was all from a public high school edumacation. I actually had a teacher freshman year that REFUSED to teach any form of sex ed, so they brought in one of the people from the clinic to teach us all the possible "outcomes" of having sex.
Teaching abstinence only is going to drive kids to have sex. Call it wanting the forbidden if you want, but, that's the truth. Telling kids that it's stupid (they're not emotionally equipped for it) and showing them ways to be smart about it is likely to at least prevent any unwanted pregnancies or diseases. Hell, start showing pictures of VD having affected people, and THAT will scare the sex drive right out of them.
