For example, a man gets caught with heroin. Instead of throwing him in prison which won't help anyway, we put him in a treatment program. We try to make them better. Locking these people up isn't going to do anything.
IMO de-criminalization is not a good compromise. Vancouver, BC tried that and it merely resulted in an increase in drug-related crime (more dealers protecting their turf, etc.). Now, legalization has some attractive benefits, and I've long thought we should give that a try, at least as far as marijuana is concerned.
