Yes, if a good
tattoo artist was found he could touch it up to look a lot better. The head is so messed up though I don't know what he would do. As Pete said, "this is why I shy away from getting a tattoo." It's not too hard to ask around to see who some friends recommend. Look at the artist's portfolio etc. This tattoo's quality is unexcusable in my book. I think it's one of the worst I've ever seen in all honesty. I'd sure never wear a short sleeve shirt again for sure.
