It means the signal is greater than the max., the max is 4.6 volts.
Causes -open circuit in harness Does this mean something like bad wiring but in the connectors or the PCM?

-damaged PCM If it is this then that would require a new PCM? or just a reflash/remap? My mechanic said only Ford can do this. The one Ford dealer said they have to hook it up for 3 hours and then who knows - so I didn't want to do this.
-improper harness connector Does this mean the plastic connection of the wires from the ECT sensor to the wire that runs to the PCM? I looked at it visually and it appears fine. -damaged sensor This would be a replacement of the ECT sensor, which for now I'm betting is not the cause as it is a new ECT sensor, though I understand new ones are sometimes bad.
First off where did you buy your sensor from? I use only Motorcraft parts, reason is they are made the exact same way the ones that came on the cars were made.
Secondly I highly doubt it is a damaged PCM, that was on the list so I just typed it up there. If your PCM was damaged you would have a truckload of problems.
I would first make sure your ECT is plugged in completey before doing anything else.
Do you have a multimeter by chance to test voltage?
