It is a litter bag holder. It is ment for plastic grocery bags.

I don't think it is in a convenient spot though. My wife bought a "litter chute" made by case logic at Target for our Escape. I liked it so well that I bought one for the Contour. It hangs behind the seat from a strap that goes around the headrest bars. When it is time to empty it, you remove it from the car, undo the velcro at the bottom and dump it into the trash. When she forst got it I laughed at it but I soon found it to be easy to use, just about the right size, and not obvious. They come in black, gray, tan, and hawaiian print. Now the hawaiian print would probably be more than a bit noticable.
