that's a moot point. there are many nations which pose as much or more of a threat than iraq. we haven't pre-emptively attacked them yet.

there are too many places around the globe where that approach is too late. we can't go attacking countries here and there just because they MIGHT become a problem. we'd be stretched to thin.

i was/am still mad as sh!t over 9/11 !! but 9/11 wasn't committed by iraq, there was no country that declared war on us on that day. yet our #1 enemy OBL is still out there... it pisses me off more that we've gone and repositioned our troops/resources to go liberate iraq prior to finishing the first and most important job...catching and killing OBL!
