Clinton established the military pay increases from 1998 until 2008 (maybe '06, I don't remember exactly).
Hrmm 92-96, that's 4 years of stagnation before he finally did something. Increasing came only after he had a huge budget surplus to burn. The surplus was due to the tech boom which he taxed the hell out of. He got lucky with the times.
