hate to burst your bubble, but stuff like that is already in its prototype stage and police are exprimenting with it.
Its not as extream, its simple a device that rolls under the car and emits a small EMP pulse to short all the electronics in the car.
Stuff like that unfotunatly, may come into exsistance really soon in our lives.
