This stuff got a lot of attention in the
70s on big, gas guzzling V8 cars
when the " gas shortage" pushed prices from
.30s/.40s per gallon to over WELL over 1.00
per.
To compensate for running high cr. engines on high test, many people played around with water, water/alcohol mixes with cheaper low octane gas.
Eventually others started to try it with premium fuels again with higher than "normal"
cr's, and steeper, and further advanced ignition timing curves, etc..
I think the biggest thing that turned people away from it was the advent of electronic engine management.
By itself, power gains are nil as I recall. In some cases it may let you tune for more power on a n/a engine by increasing some thing else [cr, ignition timing etc.] that you otherwise couldn't without detonation rearing it's ugly head.
