This is a private shop, one with a quite a good reputation (so I'm not naming the shop in respect of their reputaion), the mistake, that requires the motor to be rebuilt, was nothing but a simple human error, possibly made by their parts supplier and not them, it isn't certain, all that is for sure is that they did not double check to ensure things were correct; Oooops, I hold no grudge. (as long as fixing it doesn't end up costing me anything more than time. The car would be in storage right now anyway, so it's not like I'm missing out on driving time)
I believe that if they say a bolt is reusable, it very well "might" be, but I'd rather do the checks and be sure, as opposed to taking chances. You might say that it is ridiculous to think that a TTY bolt is reusable, but this shop has ~25 years of history building very successful race engines, and I am inclined to give them some credit. If it wasn't for the fact that I am going into build two within four months of starting build one, I'd take their word, but this time around I am not allowing for even one assumption
