My friend has red headlights in his 2004 Mustang. Yes, they are legal, it says so on the box. They are just tinted red. This past week he got a fix it ticket from a dumbass cop. I told him to either fight it or go to the police dept and tell them your not gonna fix it because there isn't anything wrong with them.

sounds like he's SOL for believing the box.. In TX (and I imagine all other states as well) you can't show red from the front.
Texas Transportation Code, section 547.305, part b:
"Except as expressly authorized by law, a person may not operate or move equipment or a vehicle, other than a police vehicle, with a lamp or device that displays a red light visible from directly in front of the center of the equipment or vehicle."
edit: as expected, it's the same in MN ("...lamps or lanterns projecting a white light..."). He can fight it but he won't get very far.
In short, from everything I've seen, non-white/yellow headlights are not street legal, and are marked for off-road use only. If you use them, be prepared to get ticketed for them eventually, since they are so highly visible.

same in ohio, they will even ticket for amber lights on top of cars (sorta sucks if u work security) as i did and the retard cop ticked me for my mini lightbar's strobe mirro reflecting in the sun, he thought i had it on, also see tons of people pulled over for those stupid blue window washer fluid spryers and the stupid led valve stem caps people use, basicy if its blue and or red or even purple, as it looks blue in a blur, DONT USE IT YOU WILL GET A TICKET, EVEN WORSE JAILED FOR IMPERSONATING AN OFFICER IF THE COP IS HAVING A REALY BAD DAY

my understanding is u can have whatever lights u want on the car even the amber construction or security lights on top. the problem comes from u actually using them. thats why they say for show use. u can cover your car with red and blue strobes and a cop cant (or shouldnt) be able to do anything to u. if u turn them on and the car is moving, your screwed. if your on private property and moving, you are supposed to be ok. if your at the mall parking lot with your blue underbody kits on and a cop sees it, u better be sure the mall security gave u permission to turn them on for show use. but if the car starts to move, its ticket time. cops can tell fake blue xenon bulbs from miles away.

Why not then get Silverstars. They're cheaper than that on eBay! Here blue lights are illegal, but those "cool blue" bulbs, hmmm, I'm not sure . Maybe there needs to be a "dot approved" stamp on it?

Sticking with a main line brand, Hella, Sylvania, Philips, etc, will get you the DOT markings unless you go overwatt.
