Why don't we just hijack planes full of innocents and fly them into Fallujah and see how many insurgents we can kill? I mean, hell, we could probably do it 40 or 50 times at least before we "evened" the civilian body count and we wouldn't have to worry about shooting off million-dollar missles either.
