I just finished installing factory foglights in my 96 tour. I know there is a "how-to" but I just wanted to add some of my input for those that are looking to install fogs the OEM route. On my car I had the foglight plugs inside my bumper near the openings. The two wires, that have to be installed in the passenger compartment, as described in the "how-to", were already in my car. So to make a long story short, the only parts that I needed were: a headlight switch for fogs, foglights w/bulbs, and the relay harness under the dash. You can also opt for the foglight indicator light but it is not neccesary. So lucky enough for me I was able to install OEM foglights for the price of 34 dollars and an hour of labor.
