Vice-grips.

Pretty common for those things to be extraordinarily tight.

Accually, you need a hammer driver. You can get them at the auto parts store. You just put the bit in you need and smack the base with a hammer. The driver is spring loaded and turns every time you hit it.
It takes some doing but it will come out. You can use vise grips once the screws are out a little.
Advise: Once you remove them replace with a different, shorter screw with an alan head.

Yeah...obviously you've never had to unscrew these things. I finally just drilled the [censored] out and bought new screws.

i've taken off a few SVT TB TPS's in my day...no problems yet. A simple screw driver does the job, it helps to have one that correctly fits.
