The Cougars with 4 wheel disks have the larger 278mm SVT sized front rotors; so 14"s are out of the question for you. You'll have to go 15" or larger. Focus SVT brakes are 300mm and require at least a 16" wheel.
Just FYI, there are several sets of 16" Focus '04 ZX3 5-spoke wheels on ebay for $170/set no rubber.
