Animal control will return them to their owners if they are tagged....not interested in that!
They'll return them with a citation for letting them run loose and tell the owners that there have been complaints. Then keep it up, if it keeps up. At $50-$100 a catch, I bet those owners will change their habits.
with enough complaints they may even confiscate the animal citing the owner with inability to properly care for the cat.

Back in northern Wisconsin where I come from, cats are considered very tasty to fishers. For those not familiar... they are a nasty type of weasel that makes beautiful fur coats.
