You are right on the money. 
My dad and I put the car in the garage today and took off the plastic cover (right between the wipers and hood). It was indeed that air filter; right where it connects to the inside of the car there was a ton of dirt (now mud) gathered over the years, practically pulling it off from the wall. Taking that off showed the gasket cracked at the corners just as you suggest. I'll have pictures later. Now to get a new filter (was that thing dirty!) and new caulking or gasket material for that corner. We cleaned it out and put it back together, perhaps the removal of all that dirt will yield a bit less water coming in.
