I think your generalization that an officer would rather write a ticket or eat a donut than respond to an accident, any type of accident, is completely without merit. I believe that personal bias, whether that be an encounter with a bad cop or whatever, has clouded your ability to reason and see how utterly stupid a statement like that is.

Next you will be telling me that most cops were picked on in high school and now use their authority to bully the poor, innocent populace out of their rights....
