It is a valve connected to the bottle that has a tube vented to the outside of the car. If the pressure gets to high, it will release the pressure and vent it to outside of the car. Some tracks require it to run, although it may only be on cars were the bottle is mounted in the drivers compartment. Not sure of the exact rule.
