1 ER visit of uninsured person (who could be seen for his/her ailment outside of the ER, but doesn't have insurance or his/her Dr. doesn't take Medicaid anymore...) easily costs 10 times more than this drug addict's pills. I'm not trying to downplay the seriousness of the problem you pose, I'm just saying that there are bigger problems to worry about.
