Fact of the matter is that the military was beginning to introduce a totally different doctrine under Clinton (though not a product of him) of a smaller 'more mobile' force -- some Generals liked it, others didn't. We didn't expect that we'd ever need a super large invasionary and occupying force, we thought our allies would help us when needed. We were incorrect in making that assumption at the time we did. Hindsight is 20/20.
