when talking about the weight of a vehicles suspension (wheels, brakes, and such) is this sprung weight? or unsprung weight?

Wheels, brakes, and parts of the suspension are unsprung weight.

IIRC, Unsprung is all items that do not use the springs to support their weight, i.e. brakes, wheels, spindles, the springs use them. Basically the rest of the car would be sprung weight because they rely on the springs to support their weight.

Wheels and brake hardware is easy (assuming the brakes are not mounted inboard.) It's unsprung.

The car's body is also easy. It's sprung.

Suspension components are a bit of each, depending on length, attachment point of springs, etc. Lighter is better, in any case. As far as determining the exact ratio, well, it's a bit complex.
