I live in georgia and I and my kids had to sign a form stating that we understood the code of conduct and the dress codes at the beginning of school. He and his mother should have had to sign something similar to that effect. If they had a problem about it they should have contested it at the biginning of the year.
people are to sue happy and schools have become to easy on kids. When I was in school I would have expected to get my butt busted for even wearing an earing to school.
If you dont want to follow the rules then dont complain about the consequences..
