Respectable protesting is perfectly fine (such as the use of petition or regularly giving intelligent reasons to the administration), but knowingly disobeying the rule as it stands (especially when there is such an easy way to get out of suspension: take them out!), he should be able to handle the consequences of his actions.
Mahatma Gandhi knew the rules during his peaceful protest too.
